In the Spring of 1997, the Child Development Resource Connection Peel was approached by several stakeholders around the need for training to be available to staff and parents to assist them to cope with an ever increasing number of young children who were experiencing severe behaviour challenges The Child Development Resource Connection Peel conducted an extensive survey of child care providers and parents in Peel and Halton Regions. The survey results emphasized that there were a large number of preschool aged children in Peel and Halton experiencing significant behaviour challenges. Both staff and families agreed that training would be beneficial and that they would participate in such training. With this information, the Child Development Resource Connection Peel struck an interagency Behaviour Management Task Force to develop a behaviour management curriculum for staff and parents.
